two files

I'm adding an attachment with the two files shown
one is the original (before the upload) and the other is after the upload to the wiki
is there a way to keep the original date/time settings?

The date/time of the file on the uploader's system isn't provided to the web server, so there's no way we can preserve it in the copy put on the server.

All we get is a filename, size, and the actual contents.

However, if you would like to preserve dates of, say, photos where it is important, you can use MediaWiki's support of EXIF. This date is supported by all modern image viewers and probably standard Windows Explorer. See [1] for example of EXIF data.
