It would be good to have a tag included in FlaggedRevs so that content included in them would only be visible on the draft page of an article. Something like <noinclude> does.

For example, if we wanted to add something like [[m:Template:Move to Wikiquote]] to an article, but hide it from the default anonymous view. We could use something like <nodraft>. This would help make the article somewhat cleaner for anonymous readers.

This doesn't seem like the way to do this.

Perhaps some general tagging system could replace these sorts of tags and do them separate to parsing the text of the page.
