Flaggedrevs uses background colors (through the new tagging system I think) to mark certain edits in [[Special:Contributions]] as flagged or unflagged; many users don't know the meaning of the colors. There should be a MediaWiki message on the top of the page where site administrators can put help texts (like [[MediaWiki:Histlegend]] for page histories).

Adding a second one to the top would be somewhat overkill IMO
I think a legend is more useful before the markup it refers to than after it (also, the bottom bar is typically used for toolserver links & other advanced stuff), and as far as I understand it the performance costs of adding another system message are negligible. But of course the bottom bar works too if necessary.
