As can be seen on this screenshot: http://www.strideth.com/betsy/userrights.gif bureaucrats on enwiktionary are not able to add sysop, bureaucrat and bot flags anymore by using Special:Userrights. I tried it myself and I replicated this bug. I encountered another problem: When I assigned the bureaucrat flag to myself (without sysop), I was not able to access Special:Userrights ("Permission error"), only after adding sysop as well I could go there.

This has been fixed.

Special:ListGroupRights shows that revoking bot flags disappeared as well.
