For me (Windows XP, Firefox 3.5) with the English Wikipedia version of the Vector skin (accessed through My Preferences), none of the show/hide (i.e., expand/collapse) templates work. They are simply all expanded, with no option to collapse. They work fine in monobook. I notice that in Vector on the iPhone in Safari, the show/hide templates do work.

They don't show the "show/hide" elements at all I presume ? This is most likely because you have Gadgets enabled that are not compatible with Vector yet, this will lead to execution errors. For me a common cause here is the assessment script due to the changed CSS id of the talk page tab. Which brings the interesting observation... why ca-talk -> ca-main_talk ?
This is not strictly-speaking a MediaWiki issue, as the CollapsibleTables javascript is not core code. However, it is true that Vector does seem to have implemented a lot of breaking changes, some of which don't seem to have a good rationale. I expect that people's javascript is choking on something beforehand and never gets to the stage of running the CollapsibleTables JS.
