I chose zh-cn (both language and variant) in [[zh:Special:Preferences]], but sometimes (not always, and I don't know why) the notice text is in zh-hant, and the link is pointing to zh-hant version.
Could you be more specific about when you saw this error? You can't have seen it on the currently running notice because there's only one link... and that's to the English information page. This could just be human error, since we manually input the simplified text (zh-hans) into the Chinese variant (zh-cn). (For example, it could just be that someone put traditional and then we were like "oh that's wrong" and fixed it.)
I always use zh-cn. Now I see "維基媒體基金會理事會選舉現正接受候選人申請。參選。" (this is zh-hant) on page, and the link is pointing to http://meta.wikimedia.org/wiki/Board_elections/2009/zh-hant. But sometimes, for example, when reloading or surfing to another page, I see "维基媒体基金会理事会选举现正接受候选人申请。成为候选人。" (zh-hans, link=http://meta.wikimedia.org/wiki/Board_elections/2009/zh-hans). Some time later, it changes back to zh-hant. I cannot find any way to expect what variant it shows.
Oh, well that makes sense then. :-) The CentralNotice isn't running at the moment, so the error you're seeing isn't caused by that extension but by something on zhwp. If you look at [[zh:MediaWiki:Sitenotice]], it's currently pulling [[zh:Template:Commonnotice]]. You might want to point your comment to them. If you run into this problem again when the CentralNotice is running (and not the local notice), feel free to reopen the bug.
