Looks pretty even...so no consensus at all yet it would seem.
Only Razorflame is not really in favour. All others support this atm. This is a clear consensus, even if one person opposes.
There is also not much of a userbase to continue discussion; most people have stated their opinion, and thus, no-one else is there to tip the scales in a different direction.

Drudged through this again and noticed that Barras switched and there were some more implicit !votes. Also "I see no reason for us to enable non-admin rollback" was confusing. Looks 8-1 then.

Yes, admins do. Rollback users can rollback; given and revoked by administrators.
