I don't know if it is intentional, but it seems that protected titles no longer show the "permission error" when a non-admin user tries to create them.

I think this feature should be brought back. It will be much harder for new users to find out why they are unable to create a certain page.

action=edit gives a notice. What is odd is that just viewing the page there is
no notice or edit tab.
