A proposal has been discussed and adopted at English Wikibooks to change the value of $wgUploadNavigationUrl in LocalSettings.php to http://commons.wikimedia.org/wiki/Commons:Upload in order to direct image uploads to Commons instead.  This is to avoid image conflicts and ease administration on English Wikibooks.  CommonsHelper will be used to migrate existing images that have compatible licenses to Commons.

Local image uploading will be limited to fair use images not permitted at Commons.  To facilitate the uploading of those images by selected persons other than administrators, it is requested that an "uploader" right be created that can be granted in a fashion similar to "rollbacker".

All done. Note that only uploaders can upload files now, being a sysop is not enough; of course sysops can just promote themselves to uploaders.
