When trying to view the config I get this error

Fatal error: Call to undefined method SiteConfiguration::getDefaultsForWiki() in /.../httpdocs/extensions/Configure/Configure.page.php on line 1479

I suppose you didn't call efConfigureSetup() in LocalSettings.php.

Fixed in r60447 by removing the broken "Read only mode", no you'll get a correct error message.
