In Ukrainian, the apostrophe is widely used. During several years there were many discussions in uk.wikipedia, whether or not to comply with the typographic rules (and the Unicode requirement, http://unicode.org/reports/tr8/#Apostrophe%20Semantics%20Errata), that suggest to use the typographic apostrophe (’) instead of the typewriter one ('). The former is not present on the keyboard so its introduction may cause difficulties, and there will be a need to somehow replace previously used typewriter apostrophes in many articles. Trying both to comply with typographic requirements and cause as less trouble as possible we came to the decision, that we should ask to change the way page is being rendered, so the typewriter apostrophe will be used to enter the text while editing the page source, but while rendering the page the engine should replace (both in text and in article's title) this symbol (') with a U+02BC symbol, which is Unicode-recommended apostrophe best-fit for Ukrainian. I should obviously mention that typewriter apostrophes which are used by wiki-engine for marking up bold and italic passages in article should not be changed. To distinguish which apostrophe should be altered I propose to check if it is placed between other characters (no spaces, numbers or other symbols next to it), as this is the only case how apostrophe may appear in Ukrainian word.

I think the general (developer) opinion is against any more of automatic conversions. They usually cause more trouble than is worth.
Agreed, Wikificator could be much more appropriate.
