Extensions need to have been reviewed before being activated on WMF wikis (I will assume this is also the case on Testwiki)

I don't think so. For a list of extensions installed on enwiki see http://en.wikipedia.org/wiki/Special:Version

I don't see any reason why we'd need this on testwiki, resolving WONTFIX.

From a quick glance at the extension, it'd need a whole lot of work before we'd even consider it anyway.
