Unlike images, when a video is included on a page using the thumb parameter it is not scaled down, which wastes bandwidth. This makes the frame parameter a better choice because the video is displayed at full size. However the frame parameter doesn't support the thumbtime parameter to select the initial image before the video is played. This is inconsistent. The frame parameter is particularly relevant for video due to the bandwidth issues and the fact that most full size images are far too large to be displayed on a page at their full size.
First part of the bugreport split of into bug 23585 Keeping this specific to thumbtime + frame
This is because framed uses "getUnscaledThumb()", which is not able to transfer the hp (handlerparams which contains thumbtime ) to the transform().
