viewvc answers are sent uncompressed to the client. It should be sent compressed if thebrowser supports that. This should also be easy to patch.

Yes. The same fix detailed in bug 19310 should work.

I believe it was disabled as content-length was being set wrong causing slowness. See Bug 23043 comment 2.

ViewVC's gzip support is broken. I enabled it during the last update, but we found that it doesn't work properly.
