I don't remember if the code for that is standard and included from some Meta-Wiki system message, anyway I believe current banners should have fixed this; perhaps HaeB or Seddon would know. The "help us with translations" links are not particularly useful as banners mustn't be displayed in languages different than the user's interface language, and we're now using the translation notifications system anyway.
Something that has long been been a problem on central notice is people using legacy banners as a template for new notices. Unfortunately this has been the case even recently for the travel wiki banners in the case of the [hide] button. Concur with nemo_bis that there is little need for the [Help us with translations]. Giving the central notice guide on meta an update and encouraging the use of the X close button and placing translations requests with the translation admins to be the norm
Both of the issues are now resolved. The standard central notice banners now use a close image button [1], instead of a text button. Also the [Help with translations!] button is also not "extra" small now. 1. https://upload.wikimedia.org/wikipedia/foundation/2/20/CloseWindow19x19.png
