In ko.wikiquote, there is a problem about local time. When the user leaves the signature with opinion, in the his/her siganture, the time displays UTC. NOT LOCAL TIME. For example, I live in Korea. So, it has to display KST, but it always displays UTC. I tested other local times, it displayed again. You mean local time as set in special:preferences? I believe that is intentional since it would be confusing to have different people have different timezones in their sig. The Korean Wikisource, Wikinews and Wikipedia have the server time set to 'Asia/Seoul', if you get community consensus, doing that for kowikiquote would make the sigs be in KST.
