Anther config issue? Maybe we could use this opportunity to create some sort of "Just like Wikipedia" HOWTO?
What is your Language set to under preferences? I'm pretty sure it got fixed to send in the user language compared to the content language. (So that people could understand the random emails they got (for example on the wmf sites with autocreated accounts))
