Unlike Special:Upload, which has additional wpDestFile and wpForReUpload parameters created for re-uploading a newer version of an existing file or overwriting it, the UploadWizard does not have a similar mechanism for such re-uploads. Perhaps an added feature describing this could be put into the UploadWizard associated text and pictures.

We decided not to have a re-upload feature. Upload Wizard is for new files only.

For people who want to replace an existing file it is much easier (not to mention more intuitive) to go to that file's page and replace it there.

This is going to be surprising only to the very small number of people who knew how the old Commons re-upload feature worked.

Should have picked INVALID the first time, not WONTFIX. never mind. I wish Bugzilla had NOTABUG.
