A logged out users get Special:NewMessages shown.

I expect them to see an error page saying that they need to log in
so as to see their new messages, since without a user name,
there are likely no ways to determine whose individual
new messages are meant.

In the case of the URL above [0], I saw a thread [1] from a
subpage [2] of another page [3] that I am not watching in a
language which I do not understand.

IP talk pages with LQT enabled?

Nope, the abovementioned  thread was from a Portal_talk: page. Portal pages are content pages serving a special set of informations in a somewhat structured (templated) way, but technically, for LQT, they're pretty normal pages afaics.

I suppose, LQT is enabled for each and every user in the wiki, including IP ones, since they should be able to contribute to discussions and make requests, although I do not remember that happening - maybe because users are asked to register, and unregistered users have little chances to anything useful than participating in discussions or correcting typos in very few pages.

What's invalid about this bug report?

Even IP-users should not get random messages that thy have no relation to.

Logged out users IP users, unless I'm missing something.  I just tested this by logging in to MW.org and leaving my IP talk page a message.  Sure enough, when I logged out, there was a notice saying I had a new message waiting.  Clicking the link took me to the talk page for my IP.

Could you explain how this behavior is incorrect?

As reported in comment 0 above, when logged out, I saw
 http://translatewiki.net/wiki/Thread:Portal_talk:Hu/Openscope
I checked the edit history of each contribution - none was made from an IP user.
So, the only remaining explanation was an IP user watching the page or the thread.
This needs to be verified - is it so ?
And is there one ?
And are all watching IP Addresses in the range that could have been assigned to my computer ?

IP users cannot watch pages, right?

I am not sure if this should be here at this specific bug, or at Bug 40089, or maybe a completely new one. But if I open an InPrivate browsing session and visit http://www.mediawiki.org/wiki/Special:NewMessages (as an IP user), I see dunnohowmany pages of threads from all over the wiki. Iā€™m quite sure nobody from this IP address has ever visited those talkpages. And I am able to click Mark as Read on the threads.

This just does not seem right.
