Agreed that this is ugly and shouldn't happen.  But unless there is an easy CSS fix then I don't think we really have time to track this down.

The skin for those pages is a little messed up. It starts like:

(That's right, the span comes before the doctype. That span is what has the strikethrough css)

In any case, it's fixed now, be it for the Bugzilla upgrade to 4.0.2 or something else.
