Right now, the editing/labs preference section is defined within the WikiEditor extension. Since we have lots of other labs stuff in the works (that isn't related to the WikiEditor) and we're hopefully going to keep doing labs stuff in the future, this prefs section should be defined regardless of whether you have WikiEditor installed or not. Thus the section (and related hooks, etc.) should be moved into core.

FYI, according to recent discussions, it looks like WikiEditor itself is probably not going to moved into core, thus why this is a separate bug.

Yeah, I think this used to be called 'Beta Features'.
