In many cases an ip address is blocked for editing and account creation, but not for logged in editing. Unfortunately a few persistent vandals/trolls have found a way around this by creating an account not from another ip address, but on another wiki, then using SUL to get logged in on the wiki they want to edit.

This bug is a proposal to stop this construction, by blocking people from editing if the following conditions all hold:

* They have no previous edits on the wiki they try to edit on
* They are trying to edit from an ip address that is blocked for making anonymous edits
* They are using a SUL-account with another wiki as their home wiki
* They are not autoconfirmed on their home wiki
