Special:RecentChanges has two summaries. One in content language and on in user language.

Sounds like bug 25946/r86186, but that was reverted(?)

Looks like SpecialPage::outputHeader will look to see if the message
 <special-page-name>-summary exists, and if so output at the top of the special page. Translatewiki still has some mediawiki:recentchanges-summary messages left over from before r86186 was reverted, and thus it gets double headers (At least when viewing with a user language set to something like fr)
