Could be caused by "callback too early in debug mode" (which was fixed in 1.19).

Just a reminder to check this out later.

It seems to actually be issuing the request for ext.vector.collapsibleTabs before the one for jquery.collapsibleTabs; the two come up in different load.php requests, and for some reason on wikitech the order is reversed.

I see that order whether in debug mode or not there... and I get the expected order either way on en.wikipedia.org.

No obvious differences between 1.17wmf1 version listed there and the one listed in production, but en.wikipedia.org loads them up in the order I expect.

Yes. Like Krinkle says this is fixed in trunk so I wouldn't worry about investigating this too deeply.
