Ryan tried to run svn cleanup as root

Can that be fixed, and also, can you add 1.18 to the extension distributor versions?

I fixed the broken GlobalUserrights directory and ran svn cleanup. I also had to fix the ownership on many files. Please do not run any subversion client commands as a user other than extdist, doing so breaks ExtensionDistributor.
