In an irc discussion with Amgine, we noticed:

Having a variant option in the prefs thats totally unrelated to the user language option is kind of confusing. Its unclear that one affects page content, and the other interface.

I changed "Variant:" to "Content language variant:" and added a help message in r96723 without knowing this bug.

Nikerabbit pointed me to this bug, so I'm marking this as resolved.
