We usually don't create mailing lists for such narrow a topic, as they'd usually grow inactive and stale. They'd also just lead to increased fragmentation and confusion. (See bug 26436 for other reasons/an example.)

You should use an existing list first (wikifa-l, MediaWiki-i18n, wikitech-l, etc.), and then we can re-evaluate if creating another list becomes necessary.
