Running r90927 of trunk and WikiLove with $wgWikiLoveGlobal set to "true" in my LocalSettings.php, I'm able to post WikiLove messages to the talk pages of unregistered users without any warning or prohibition.

There should be at least a warning when attempting to post to the talk page of a user who isn't locally registered. An outright prohibition (not showing the little red heart) probably makes more sense than a warning for user accounts. It should remain possible to post to the talk page of an IP address, however.
