I want to request an option to disable Resource Loader.

There are debug settings but no option to use css / js the proper and old way.

Without waiting for RL guys to appear, I'm WONTFIXing this. RL is not just a system for serving static scripts/styles in a new way, it contains other kinds of resources such as modules generated dynamically. JS has been rewritten for 1.17 in a pretty major way, and relies a lot on new features, that also include dependency tracking, on-demand module loading from JS, localissation, independent scope for every module. There's NO WAY it will simply work without a yet another huge rewrite and a substaintial loss of functionality. Instead, we will work harder on improving RL and fixing bugs in it.

Then MW 1.17.0 is not stable imo, no?

It's stable. It may break things, but that was expected. There are no major bugs in it, AFAIK.
