Per a wikiEN-l discussion, it was agreed that the "Make sidebar items collapsible" box should be unchecked by default and that the Email user link would be more suited in the "Interaction" section than the "Toolbox" section.
(unassigning from self. This is a shell bug, and I can't (physically) do shell bugs) Such changes (making sidebar items not collapsible) requires on wiki consensus. The vector/usability people might have something to say about it too possibly (cc'ing tparscal since he was involved with the whole vector thing). Please bring it up on the Village pump, and link if you get community consensus. Switching which section email user is in is a bit more complicated (Should probably be filed as a separate bug). The toolbar is automatically generated based on the context of the page, where the interaction section is controlled by admins at [[mediawiki:Sidebar]]. WONTFIX: Please get census for this change on wiki (en.wikipedia) then either reopen this ticket or refile.
