This page has the list of languages which have alternative urls, e.g. German has Commons:Hochladen.

   http://commons.wikimedia.org/w/index.php?title=Template:Lang-Upload

Most other languages have Commons:Upload/<lang>.

Still, this perpetuates the horrible Commons language hacks, so it's more of a minor bug at this point.

This appears to have been fixed along with bug 33513, in a way, so I'll mark it as duplicate.
