To be able to impose partial global locks not related exclusively to vandalism and spam, wikisets are needed to be connected with CentralAuth, so global locks could be partially imposed. (This is Wikimedia issue, although it requires MediaWiki implementation. If you think that it should be categorized as something else, feel free to change it.)
What are wikisets? Pardon my ignorance.
http://meta.wikimedia.org/wiki/Special:WikiSets Victor Vasilev made that extension, so we are now able to implement permissions on a set of wikis.
What extension is that? Searching for "Wikisets" or "Wiki sets" on mediawiki.org doesn't give me anything.
Hm. I have no idea. It's maybe just an addition to something else.

If it's already part of CentralAuth, what is this bug asking for exactly?
Sorry for /my/ ignorance, then :) Then just connection between global locks and wikisets is needed, inside of CentralAuth.
I suggest WONTFIX. There's no consensus for such a change even among stewards. Global locks are for all projects and its scope is for plain vandals, spammers and cross-wiki abusers that needs to be locked out everywhere. Using global locks for anything else is not warranted. Thanks.
