When I go to http://hi.wikipedia.org/User:MarkAHershberger, I am redirected to http://hi.wikipedia.org/wiki/%E0%A4%B8%E0%A4%A6%E0%A4%B8%E0%A5%8D%E0%A4%AF:MarkAHershberger

The API, though, doesn't seem to handle this sort of redirection and will let me create a User:MarkAHershberger page.  (At least, it appears that it would.  My api client is somewhat broken atm)

Well it won't do an HTTP redirect, but it should give you back the normalized title form...

yep, fault of my api client.  bug reported.
