The title of the special page "Special:RecentChanges" and the line of text immediately below the title doesn't change when the registered user changes the language in its preferences

Can reproduce on 1.16.5, works fine on 1.17 and trunk

Therefore it's fixed upstream, and 1.17 is the current release branch, with 1.16.5 just updated for security updates

Probably not worth investigation and the backport
