Add {{CURRENTSECONDFRACTAL}} to provide the current 1/100 sec, 1/1000 sec, etc. (depends on how precise and accurate servers store time)

Given that inaccuracy in page load times will make this meaningless anyway, can you provide an example where it would be useful to have more decimal points in the time? It would in no way be more accurate or precise when it can routinely take as long as 300ms to the calculated time to get to the client...

Note that MediaWiki has support for extensions, you can implement most if not all functionality you like from an extension without it having to be changed in MediaWiki core package.
