Right now on en.wikipedia, there is no local SiteNotice running, i.e. MediaWiki:Sitenotice is totally empty. If you are logged out, however, you are still shown a local Sitenotice consisting of a div containing "<p></p>". If you are logged in (regardless of any cookies) no local Sitenotice is displayed to you at all, i.e. no localNotice div.

Thus logged out users get extra whitespace at the top of every page.

I haven't been able to reproduce this problem locally at all, even with the deployment branch, so I'm not sure what's causing it. I know the local SiteNotice used to be handled by GlobalFunctions.php (although this has changed on trunk). I'm pretty sure that DismissableSiteNotice and CentralNotice are not responsible.

http://en.wikipedia.org/wiki/MediaWiki:Anonnotice has "<p></p>" in it.
