The Wiki Markup page ( https://en.wikipedia.org/wiki/Help:Wiki_markup#Nowiki ) says that "When used in a template, <nowiki> simply does not work as you may expect." Look under the header 'Use in templates.'

Closing as WONTFIX.

Note, this is intended behavior.

The entire point of introducing #tag:ref was so people could do this sort of thing.
