I suggest to add a new severity category "Request for CommentsW in Bugzilla.

I don't think we can do custom severities from memory, All-thought a RfC Component under Mediawiki could probably work, or people just putting it in the correct section and including RfC in the title.

In the title? I respectfully disagree, it should be controlled term, to facilitate the search for such entries. May be a keyword, but keyword use in bugzilla is not so easy as to select a severity (category).

I disagree with this idea entirely. Bugzilla is an awful forum for RFCs; its best for concrete actionable items. For ideas that still need an RFC, I highly recommend mw.org or wikitech-l.
