In many cases that templates are contained with formatnum ot {{formatnum:|R}} functions they have some strange bugs such as: http://fa.wikipedia.org/wiki/%D8%A7%D9%84%DA%AF%D9%88:Convert/%D8%AA%D9%88%D8%B6%DB%8C%D8%AD%D8%A7%D8%AA doesn't show any bug but when we use it as template:document .it shows bug http://fa.wikipedia.org/wiki/%D8%A7%D9%84%DA%AF%D9%88:Convert also this bug is appears when we use this template in infoboxs
You need to first rule out the possibility that this is caused by inappropriate call to one of the many templates involved. Please try to provide a smaller, reproducible example.
I made a sample and I used subst and result is http://fa.wikipedia.org/wiki/%DA%A9%D8%A7%D8%B1%D8%A8%D8%B1:Reza1615/test the first one is without subst and secondone has subst.
we have this problem in {{documentation}} and {{infobox}} preview! also I check in other wikis (en) our {{documentation}} and {{infobox}} is the same but they don't have these bug!

I found the answer mediawiki has limitation for going in dept for templates so when in templates like infobox we use template:coord which has formatnum it will show error but for other cases it dosen't show. In my opinion we should increase the number of going in dept for templates. may be 2 or 3 dept more
As of today, the two pages linked in comment 1 look identical in terms of the output of formatnum. Therefore, changin bug's status from WONTFIX to WORKSFORME.
