In trunk Special pages such as NewFiles, BlockList, and ComparePages use HTMLForm with a form that makes a GET request. Under most wikis with friendly URLs on the forms work as intended sending users to /wiki/Special:NewFiles?param=etc

However, on wikis without friendly URLs, users lose their title parameter and are thrown back to the index page: /w/index.php?param=etc

Not sure if $wgUsePathInfo is the right thing to look at, alternative would be to check for a question mark character in $wgArticlePath
