RT provides no way to create an account -- makes it kinda impossible to file or view a ticket that someone says is in there.
Couple of things here: * We don't want everyone to have access to all tickets. Some of them are private. * If you're on the CC list for a ticket, you will get e-mail updates for it, even if you're not in the system (and you can e-mail back, to add your replies) * I don't believe sending e-mails as a non-user will file a new ticket just yet -- this should be changed eventually IMO.
