Because [[:commons:User:FlickreviewR]] is no longer properly parsing [[:commons:User:FlickreviewR/bad-authors]] or converting numerical IDs to alphabetical IDs, we are trying to prevent uploads by Flickr users who license launder by blacklisting the users' photos at [[:commons:MediaWiki-Spam-blacklist]].  For instance, \bflickr\.com/photos/38898880@N06/

I added one author to the blacklist and verified that I was unable to create a page with the blacklisted URL. Then I tried to upload one of the files from that Flickr user with the standard upload form, using the same URL I couldn't save before as the source in the form. And it worked: [[:commons:File:Molino Goicoechea 2.jpg]] (see deleted history, where I created the file's page with the blacklisted URL). So the upload process is bypassing the spam blacklist.
