Hi. After local discussion, pt.wikipedia community decided that local sysops and bureaucrats should be allowed to assign and remove the flag of "confirmed" to accounts.

What do you want the confirmed flag to do (ie what rights do you want it to have)?

Same as autoconfirmed, something else? As the confirmed group isn't a default MediaWiki group

Yes, Reedy. Same as autoconfirmed. 
The reason is that on pt.wikipedia, you need to have 10 edits and four days of registration to be confirmed and we use CAPTCHA on non-confirmed accounts. Some bots, however, needs to bypass CAPTCHA to make test edits before receiving bot flag. So, the test cannot begin without confirmed flag.
