Somewhat similar to bug 30485.
See http://ru.wikipedia.org/wiki/Яхмос_I in Opera: ugly borders appear though they're seemingly overridden with !important in ext.wikihiero.css.

Particularly weird is that the borders only show up on the top and left; the computed styles only list border-left (no border-top) and then don't reference any rules that would have added a border-left setting.

May be an Opera bug.
