Title of unblocking page used to be "Unblock user", has now changed to "Blocked users", which is normally used for displaying list of blocked users.
Test in nl:wp with temporary text file (http://nl.wikipedia.org/w/index.php?limit=50&title=Speciaal%3AVerwijderdeBijdragen&target=RonaldB&namespace=8), rather than default, made no difference.

In 1.17 the unblock form is part of Special:Blocklist, hence showing the same title.

This seems to have been changed in later versions (r83855 and friends - Happy-Melon's blocking UI rewrite); 1.18 and current 1.19 dev trunk show "Unblock user" on Special:Unblock, and Special:Unblock links are shown in logs and whatnot.

Closing as fixed -- you'll see this happily change when 1.18 goes live.
