Please, create and enable a new userrights group "filemover" (russian "Переименовывающий файлы"), in which include rights to "movefile" and "suppressredirect" in Russian Wikipedia. The new group can be awarded and removed by sysops.

There are two problems:
1) You are not give right remove the flag by sysops - [[ru:Special:ListGroupRights]].
2) Patrolled (sighted with FladggedRevs) files become unpatrolled after renaming.

First one is done

Second is presumably a FR bug, not a shell issue

Log the 2nd as a FR bug
