It should be possible to subscribe to /wiki/index.php/Special:RecentChanges and get an e-mail update when any changes are made to the Wiki.  If there are concerns about messages coming too often, then they can come either when there is an update or once half an hour, which ever is greater.

Doing email per change is stupid for larger wikis

RSS is designed for this type of thing

Atom or RSS or something like that would also be useful, if e-mail is not useful enough.

For smaller wikis, mail is still a good option.  The use case here is a small wiki where the spam/vandalism outnumbers the legitimate changes on some weeks.  

It's a waste of time to monitor the recent changes manually and mail notification would be one way to push the info.

See <http://www.mediawiki.org/wiki/Manual:$wgUsersNotifiedOnAllChanges>. This option is intentionally restricted to prevent you being banned as a spammer by major email providers.
