A quick look at a few of the css files, they seem to have a lot in common - at least the first blocks of CSS

Can we push this into like a common.css file that is just sent to all devices?

I tidied up and normalised all the CSS whitespace in r99710

r99719, r99720, r99721 refactors out probably most of the directly duplicate blocks CSS (without trying to collapse rules)

Noted about minimising the JS and CSS in bug 31675

CSS is a lot tidier now (many of the device stylesheets are empty) so I'm going to mark this as fixed
