In Russian Wikipedia we have a usergroup "uploader", which allows to upload files  only after 14 days since the registration. I would like to know whether it is possible to achieve this through the MediaWiki, rather than a local script, so it can be awarded automatically and by sysops and removed by sysops.
 
We will not discuss it until your answer about technical possibility.

Yes, groups can be set to automatically be applied, or manually

I would like to know whether it's possible to have the rights assigned automatically but removed manually. For, example, it's impossible to remove autoconfirmed status.

Yes, by using $wgRevokePermissions.
