Upload a picture within a campaign that allows an optional description. Delete the single description from the X in the form, then submit the file. The error from the screenshot appears (at least in IE8)

 - the message is not localized
 - the publishing of the picture is successful

This seems to be a variation of Bug 29767 so duping it here.
